Keir Starmer's Supporters Begin 'Block Andy Burnham' Campaign to Block Mayor's Parliamentary Return

Key supporters of Labour leader Keir Starmer have reportedly set in motion a concerted campaign to stop Andy Burnham, the Labour Greater Manchester Mayor, from making a return to parliament. This action follows the stepping down of a Manchester-area MP, which has prompted an upcoming by-election.

Significant Barriers in the Selection Procedure

Multiple members on the Labour Party's ruling NEC have apparently predicted it would be extremely difficult for Mr. Burnham to navigate the selection procedure. This is primarily due to the sizable number of Starmer loyalists on the body who are desperate to avoid any future challenge to Starmer's leadership.

The Labour party machine is said to have swung into action following the revelation of the MP's planned resignation, with party figures and MPs voicing warnings about the considerable financial cost and electoral danger of a subsequent mayoral race in Greater Manchester.

The Mayor's Aspirations and Internal Disquiet

Andy Burnham has made no secret of his political ambitions. Last year, he prompted consternation in Downing Street and among cabinet ministers when he remarked that many MPs had urged him to run for the party leadership.

There has long been speculation that he is aiming for a seat in the Commons to possibly contest the Labour leadership if a challenge to Sir Keir arise. Nevertheless, allies of the Greater Manchester Mayor have cautioned against exaggerating the level of any planning, suggesting he is deeply committed to his current role and would only re-enter Westminster if he felt he had a meaningful contribution to make.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," one ally said.

Current Climate and Public Approval

Amid opinion polls suggesting Sir Keir is unpopular and many MPs pessimistic about Labour's fate at the forthcoming election, Andy Burnham is seen as the only prominent Labour personality with favourable public approval ratings.

Should Mr. Burnham choose to stand, several hurdles remain. He would need to be selected by the NEC—where the chances are stacked against him—and then win the byelection against challenges from Reform and independent candidates, all before any possible leadership challenge.

Efforts to Block Burnham

High-ranking Labour sources have said that a "Stop Andy" operation is already under way, with the party machinery being closely managed by senior aides of the Prime Minister.

The Prime Minister himself commented that the byelection process was in its "early stages" and told his MPs to stop talking about possible contests for the leadership.

Andy Burnham, speaking before the MP's departure was confirmed, said to journalists: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Financial and Political Dangers

NEC members have allegedly cited not only personal opposition towards Mr. Burnham but also the significant expense of a mayoral byelection in Greater Manchester. This could redirect around £500,000 in party funding from other key electoral battles across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," one source said.

A number of sources also expressed concerns about Reform UK potentially win the mayoralty created by Mr. Burnham, which would represent a major symbolic victory for them.

Role of the Unions and Democratic Concerns

Being an elected mayor, Mr. Burnham would require the NEC's permission to run. It is also possible the body could enforce an all-female shortlist to block his nomination.

Yet, one Burnham ally warned against assuming the NEC would automatically block his candidacy, despite Sir Keir's team is largely believed to dominate it.

The unions hold a sizable number of seats on the NEC. While the largest unions are for now keeping their counsel, sources suggested they would be opposed to anything perceived as interference from Downing Street.

The general secretary of the Fire Brigades Union stated: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

Electoral Challenges

The seat in question has a considerable Labour majority. However, Reform is expected to launch a significant challenge, building on support in one part of the constituency. Labour assesses it is on stronger footing in the larger Greater Manchester section, though it could encounter some pressure from independent candidates.

If Mr. Burnham return to parliament, he would need the backing of 80 Labour MPs to launch a bid for the leadership, a requirement that is far from certain given he is regarded with caution by some on the parliamentary party.

The departing MP stated he was stepping down due to declining mental health, which had made it untenable for him to continue in his role. He is also under a standards inquiry related to his membership in an offensive online group.
